About the program
Eligible workers can access fully funded training and certification to support the safe introduction of retrofit ceiling insulation in Victorian homes under the Victorian Energy Upgrades (VEU) program.
Participants can complete the fully funded training units, subject to meeting student eligibility requirements. This training can lead to certification under the Energy Efficiency Council’s (EEC) Certified Insulation Installer (CII) program. All installers operating under the VEU Insulation Program will be required to be certified under the CII program.
Education, training and certification are critical for ensuring quality and safety, as well as equipping professionals with the knowledge and skills needed to properly install, maintain and assess insulation work, while maximising quality and minimising risk.
The Victorian Government is offering this grant to grow the capability and capacity of the retrofit insulation installation workforce and support the safe introduction of retrofit ceiling insulation as a proposed VEU activity.
This grant will fund eligible Registered Training Organisations (RTO) to deliver the training units required for an insulation installer to become a certified installer under the EEC certification program.
Training funded under this program
Fully funded training is currently available to eligible students.
The training units funded under this program are:
- CPCCWHS2001 Apply work health and safety requirements, policies and procedures in the construction industry
- CPCCOM1015 Carry out measurements and calculations
- CPCCCM2012 Work safely at heights
- CPCCPB3014 Install bulk insulation and pliable membrane products
- EEC001 Prepare for insulation retrofitting within ceiling spaces (not accredited).
Recognition of prior learning
Students who have already completed 1 or more of the units only need to enrol in units not previously undertaken, subject to approval by the RTO.
How to become a certified insulation installer
Following completion of the training units, installers are encouraged to become a Certified Insulation Installer (CII) through the EEC. This certification is required to undertake work under the VEU Insultation program.
The certification fee is fully subsidised by Solar Victoria for a limited time. Certification is run by the EEC.

While the majority of the training can be undertaken on-line, the following training units have assessments that must be undertaken in-person:
