Install efficient electric products through the program to help Victorians use less energy, lower their energy bills and reduce emissions.

Who can offer discounted products?

If you’re an installer working in Victoria, you can either:

  • apply to become an accredited provider registered with the program to deliver upgrades to households, businesses or industrial customers
  • work with an accredited provider to offer discounts and install energy-efficient appliances for your customers.

Who are accredited providers?

Accredited providers are the only organisations that can apply the discount through the program. They manage the upgrade and required paperwork.

Accredited providers can work with licensed installers to offer discounts to eligible households and businesses.

Additional training may not be needed

If you're already a licensed plumber or electrician for an eligible upgrade, you do not need any additional training to participate in the program in most cases.

For information specific to the ceiling insulation activity, see insulation requirements for industry.

Why offer discounted products?

  • More Victorians are looking for energy-efficient alternatives to help lower their energy bills and meet new building requirements.
  • Offering discounted upgrades through the Victorian Energy Upgrades (VEU) program could help you attract new customers, win more work and increase your revenue.
  • Since 2009, more than 2.4 million Victorian households and 180,000 businesses have upgraded to energy-efficient products through the program.

  • The VEU program is legislated to continue until 2045, creating ongoing opportunities for businesses that provide energy-efficient upgrades.
  • Offering discounted products could help your business stay competitive, reach more customers and secure long-term work.

Energy-efficient products use less power and produce fewer emissions. By installing these products through the program, your business can help customers reduce their environmental impact and support Victoria’s transition to cleaner energy.

What discounts can I offer?

There are discounts available on a wide range of Victorian Energy Upgrades products for households and businesses, including:

Offer households discounts on ceiling insulation for homes with little or no existing ceiling insulation.

How to participate

Once you’ve chosen the products and upgrades that best suit your business, you can either become an accredited provider or partner with one.

1. Apply to be an accredited provider

To become an accredited provider and participate directly in the program, you need to:

  • open a VEU account using your ABN and other business details on the Essential Services Commission (ESC) website
  • submit an accreditation application and the required supporting documents
  • before applying, read the obligations and program guide for accredited persons on the ESC website
  • pay the accreditation application fee after you receive an invoice from the ESC.

While it’s not mandatory, you are encouraged to become an accredited provider to be able to participate directly with your customers. If you become an accredited provider, you do not need to work with third parties to offer a discount.

2. Partner with an accredited provider

To work with accredited providers:

  • Find accredited provider contact details at the bottom of the relevant VEU product webpage.
  • Contact several accredited providers to find the best fit for your business.

When you work with an accredited provider, it means you:

  • can work within the program immediately
  • are not responsible for the paperwork associated with doing upgrades
  • are not responsible for any administration that comes with the program.

How the discounts work

Accredited providers generate and sell Victorian energy efficiency certificates after making an energy-efficient upgrade or installation to a home or business. This sale funds the discounts provided to customers.

Energy retailers use the certificates to meet annual emissions targets set by the Victorian Government. Each certificate represents the reduction of one tonne of greenhouse gas emissions.
