The ceiling insulation activity will improve the energy efficiency of Victorian homes, helping them stay comfortable year‑round, and reduce emissions. When can I access the discount?

From 14 April 2026, public and community housing dwellings are eligible for discounts through upgrades underway in the Energy Efficiency in Social Housing Program (EESHP). This stage will expand the capacity and capability of the Victorian retrofit ceiling insulation workforce and take learnings into the second stage of the activity rollout.

From 1 October 2026, the activity will expand to all eligible Victorian homes with uninsulated or under insulated ceilings.

Health and safety benefits for Victorians

The activity will help Victorians save on energy costs while making homes warmer in winter and cooler in summer, while delivering health benefits.

Almost 60% of homes in Victoria either have no ceiling insulation or are under-insulated. Many households could see significant energy bill savings of more than $400 per year on average by upgrading their insulation.

The insulation activity includes measures to ensure ceiling insulation is introduced safely and effectively into Victorian homes.

How much discount can I expect?

The VEU discount is expected to reduce the average ceiling insulation install cost by approximately 30–50%.

The final installed price of the insulation upgrade, which includes the discount, is up to the accredited provider and will depend on several factors, including:

  • size of the insulation install/size of the home
  • certificate price (which can fluctuate)
  • location
  • installation costs
  • the accredited provider’s administrative costs.

An average (150 m2) size house in metropolitan Melbourne (mild climate zone) could expect an approximate incentive of up to $1,482.

An average (150 m2) size house in regional Victoria (cold climate zone) could expect an approximate incentive of up to $2,104.

Eligible ceiling spaces

Two types of upgrades are available under this activity:

  • Uninsulated ceiling spaces – where no insulation is currently installed.
  • Under insulated ceiling spaces – where existing insulation is below R2.0.

Homes with lighting or wiring that creates a safety risk—such as halogen downlights or unsafe electrical cabling—are ineligible for a discount until any hazards are fixed.

Requirements for customers

Under Victorian Energy Upgrades, ceiling insulation have a minimum customer contribution of $200 (incl. GST). This means that after installation costs the minimum that customers must pay is $200.

To receive VEU discounts, customers work with an accredited provider (AP) who manages the quote and installation or partners with an installer to do so. The AP will confirm that the quoted and installed products are on the VEU product register and approved for the discount.

Products approved for this activity will meet strict product standards to ensure safety and performance.
