VicGrid is moving forward with the state’s long-term strategic transmission network planning and development to ensure more renewable energy can flow to where it’s needed across Victoria.

To support the Victorian Transmission Investment Framework, newly introduced legislation will transfer full responsibility for planning and development of the state’s transmission network to VicGrid.

These reforms complement the draft 2025 Victorian Transmission Plan, which is ensuring we build the right infrastructure in the right place at the right time to support the transition to reliable and affordable renewable energy.

Changes aim to deliver real tangible benefits to communities and provide certainty to industry about where to invest in the renewable energy transition.

The National Electricity (Victoria) Amendment (Stage 2 VicGrid) Bill introduces:

  • the transfer of responsibility for planning the state’s declared transmission system and delivering shared transmission services to VicGrid from the Australian Energy Market Operator
  • further details of the planned REZ Community Energy and Traditional Owner Funds to ensure meaningful benefits of the energy transition are shared fairly with those communities hosting new infrastructure
  • new network access arrangements to manage access to the declared shared network which will improve coordination and give investors more certainty
  • new provisions on access to land that balance the need to ensure appropriate behaviour by private transmission developers and the need to progress these crucial transmission projects.
