The Victorian Energy Efficiency Target Regulations 2018 commenced on 10 December 2018 and provided for deemed activities in the VEU program.
The VEU specifications set out:
- how prescribed activities under regulation 10 of the Regulations can be carried out in a manner that achieves additional abatement, thereby making them eligible for incentives
- how to determine the amount of carbon dioxide equivalent (in tonnes) of greenhouse gas emissions that are reduced by carrying out an activity prescribed in the Regulations
- any other matters left to it by the Regulations.
The guidelines for updating the Victorian Energy Upgrades Specifications – Version 1.0 outline the process followed when updating or changing the Specifications.
Current Victorian Energy Upgrade specifications
The Victorian Energy Upgrades Specifications Version 15.0 that came into effect from 31 May 2023, will be in effect until 31 December 2023 and implement changes to space heating and cooling (Part 6) and water heating activities (Part 1 and Part 3) to support consumers to upgrade from gas to efficient electric appliances, and introduce a new home energy rating assessment activity (Part 45) into the VEU program.
VEU Specifications Version 16.0 will come into effect on 1 January 2024 and implement changes to space heating to update to the greenhouse gas abatement calculations for multi-split reverse cycle air conditioners, updates to product requirements for multi-split reverse cycle air conditioners, and updates to eligible multi-split reverse cycle air conditioners.
